The Ministry of Family and Social Policy (MRiPS) is responsible for developing and implementing public policies related to family support, the labor market, and social inclusion. It works closely with a network of Voivodeship (Regional) and County Labor Offices, which are tasked with labor market activation, unemployment prevention, and providing support to employers and job seekers. These institutions implement labor market programs, monitor employment trends, and offer advisory services, training, and job placement assistance.
Challenge_
Public Employment Services (PES) faced the challenge of improving communication in two areas – with citizens and between internal structures of public administration. The client’s overarching goal was to adapt the content and form of their messaging so that it would be user-friendly for unemployed persons, job seekers, and employers.
Previous content was perceived as overly formalized and incomprehensible, which hindered the fulfillment of needs. Accordingly, the client set us the following objective – the solution we created was to incorporate the principle of universal accessibility, according to which a website should be accessible and useful to everyone, regardless of age, ability, software used, receiving equipment, or internet connection. Internal communication also required improvement, including standardization of information management structure, content unification, introduction of a clear system for website administration, and maintaining common standards for all PES units, which was intended to facilitate office operations.

Research and interviews
We conducted a series of surveys and interviews with unemployed persons, employers, PES employees, cooperating institutions, and commercial organizations to identify the expectations of future solution recipients.
UX Writing
We designed the Portal with the Intranet and templates for rapid deployment of office pages, ensuring coherent communication with labor market beneficiaries.
Product design
We implemented the solution in the Ministry and Provincial and District Employment Offices throughout the country, training office staff and site administrators.
Solution implementation
We considered citizen needs and created content written in understandable language. This content was introduced by us to the ministry portal and templates for offices.
Result_
The result of our work was the creation of a nationwide Information Portal for the unemployed, job seekers, and employers. We equipped it with a number of mechanisms, such as advanced search, knowledge base, help center, calendar, newsletter, and Virtual Advisor, enabling efficient access to sought information.
When creating the solution, we adapted to restrictive WCAG guidelines, which ensured greater accessibility of content for people with disabilities. We designed the portal structure to correspond to main user groups, also using eye-tracking research, thanks to which published content became more accessible and user-friendly for labor market beneficiaries. As for offices, they gained the ability to quickly create their pages based on coherent and standardized templates, while remaining independent in adding their own content.
Another improvement in office operations was the creation of an Intranet, which supported communication between the ministry and offices, providing them with a range of tools for information exchange, document management, events, and articles. Our solution has nationwide reach and has been deployed in 350 employment offices, achieving over 2 billion page views.
